The Energy Savings Opportunity Scheme is a mandatory energy auditing scheme for large enterprises. These are defined as an undertaking which has:

  • 250 or more employees; or
  • Fewer than 250 employees, but has an annual turnover exceeding €50m and a balance sheet exceeding €43m.

The 1st qualification date is 31st December 2014; by this date all large enterprises will need to register their participation with the Environment Agency (who has been nominated as Scheme Administrator).

Once every 4 years, large enterprises will be required to measure their total energy use for a 12 month period including transport and any industrial processes. Reduction opportunities must then be identified and a cost-benefit analysis performed on each.

The scheme only mandates the disclosure of basic information on the organisation and the auditing process with no requirement for the disclosure of energy consumption data. However, Director sign-off is required on all reports.
